New Computerized Transit System (NCTS)

NCTS

The New Computerized Transit System (NCTS) is a European wide system for electronically declaring and processing of transit procedures. The NCTS replaces the paper based systems for Community Transit and Common Transit.

Important!

As of 31 March 2004 companies that act as authorized consignor or authorized consignee can no longer use the paper based procedures. Consequently, these companies shall apply the NCTS (ultimately) from that date.

Background and time scheme

For several reasons the NCTS has been introduced. With NCTS the EU and the participating non-EU countries aim to:

  • increase the efficiency and effectivesness of transit procedures;
  • improve the prevention and detection of fraud;
  • accelerate transactions carried out under a transit procedure and to offer more security for transactions with goods that have been placed under the customs procedure for transit.

The NCTS has been introduced in steps. For an overview of the general time scheme* and the steps phase 3.1*, phase 3.2.1* and phase 3.2.2* reference is made to the aforementioned embedded links. See also the report of the European Commission.
